2025 NATIONAL ELECTION OVERSEAS
WHAT IS INTERNET VOTING
Internet Voting refers to a mode of voting where overseas voters cast their vote using the Online Voting and Counting System (OVCS). Overseas Voters can use any electronic device with built-in camera or can be plugged with a camera and capable of connecting to the internet.
OVCS can run on any Operating System like Android, iOS, Windows or MacOS, on any web browser like Chrome, Firefox, Safari or Edge and it is recommended to be updated to the latest software.
VOTING PERIOD
Casting of votes shall be for a period of thirty (30) continuous calendar days beginning at 8:00 AM of 13 April 2025 (Sunday), Kuwait local time, until 7:00 PM of 12 May 2025 (Monday), Philippine local time. The voting period is inclusive of all established holidays in the Philippines and such other holidays in Kuwait.
Overseas Online Voters (OOV) who are logged into the online voting Portal at the close of voting (on 12 May 2025) may still cast their votes within fifteen (15) minutes. If the voter has not cast their vote by then, they will be automatically logged out of the portal.
WHO ARE QUALIFIED TO VOTE USING INTERNET VOTING
To participate in the Internet Voting, voters must:

Be registered as an overseas voter in Kuwait, with active status;

Pre-enroll or sign up using the Online Voting and Counting System (OVCS);

Present a valid ID and undergo a live photo capture using the OVCS;

Ensure that the information submitted in the OVCS matches the Certified List of Overseas Voter (CLOV);
Only the following overseas voters can vote online using the Voting Kiosks at the Embassy:

Pregnant;
-
Senior Citizens;
-
Those who are illiterate; and
-
Persons with Disability (PWDs).
PRE-ENROLLMENT PROCEDURES
Pre-enrolment will start on 10 March 2025 (Monday) to 12 May 2025 (Monday) prior to the closing of polls in the Philippine Standard Time (PST).
The link for the Enrollment will be posted on the Official websites and Social Media pages of COMELEC, DFA and the Embassy.
To pre-enrol, please follow the step-by-step procedure:

Overseas voters who are registered in Kuwait must pre-enroll using their email address or mobile number and a password;

Fill out the Internet Voting Enrolment Form;

After completing the form, the voter will receive a ONE TIME PASSWORD (OTP) via the email address or mobile number provided during the pre-enrolment; submit the form after typing the OTP;

Begin the Identification Process by capturing your Facial Image in the System;

Take a clear photo of your chosen ID card (Philippine Passport, Philippine Driver’s License, Seaman’s Book, PhilSys ID);

The system will subsequently capture a video of the voter displaying their ID, after successful validation;

Voter will receive a notification to access the Login Voting Portal through email or SMS;
ONLINE TEST VOTING
It is recommended to familiarize yourself with the actual voting process. Online Test Voting is available after you finish the pre-enrollment procedures in the OVCS. Online Test Voting will be activated within the pre-enrollment period and before the actual voting period, starting 10 March 2025 (Monday) to 12 April 2025 (Saturday).
ACTUAL ONLINE VOTING
The Login Voting Portal will be sent to the overseas voter’s provided email address/mobile number during the pre-enrollment. To avoid confusion, the test voting site will no longer be available when the actual voting starts on 13 April 2025

Overseas Online Voters must login in the voting portal using the email address or mobile number and a password provided during the pre-enrollment process;

Select your options by choosing the preferred candidates and answer the Ballot questions one by one as they appear. You can edit your Ballot until you are ready to proceed;

Once you are satisfied with your selection, OVCS will encrypt the Ballot and show the final review of your choices, and you will receive a unique tracker ID for your ballot;

Finally, you can cast your ballot so it will be properly registered;

You have the option to check and confirm that your ballot was correctly captured and encrypted.
