Beginning 15 June 2019, the Embassy will no longer physically affix red satin ribbons to documents brought to the Embassy for legalization, or more commonly known as “red ribbon”. The documents will continue to bear the round gold seal embossed with the Embassy’s dry seal, which will now be affixed to the upper left corner of the documents and bound through with an eyelet. The Embassy notes that this change is only in appearance of such documents and will be implemented by all Department of Foreign Affairs Consular Offices and Foreign Service Posts. Although the above services are more commonly known as “red ribbon”, the non-use of the red satin ribbon has no effect on the validity of the legalized document.

The Philippine Embassy, through its Consular Section, performs its notarial and legalization services in the context of the 1963 Vienna Convention on Consular Relations.

1. ACKNOWLEDGMENT AND SPA

REQUIREMENTS FOR ACKNOWLEDGMENT AND SPECIAL POWER OF ATTORNEY (SPA) AND OTHER INSTRUMENTS

A consular official of the Philippine Embassy may perform the function of a Notary Public. In this case, the process to be undertaken is an acknowledgment, or the act by which a person who has executed an instrument such as an affidavit or Special Power of Attorney (SPA) goes before a competent officer such as a consular official and declares it to be his true and voluntary act and deed.

  1. Personal appearance of the persons executing the document
  2. Document to be acknowledged (ex. SPA, contract, deed, affidavit)- two (2) unsigned copies (applicant will sign in the presence of the Embassy's consular officer). Note: The document must also have the signatures of the witnesses. Please bring two (2) Passport or Civil ID copies of the witnesses. Personal appearance of the witnesses is not required.
  3. Passports of signatory - original and two (2) photocopies of data page (page showing photo and complete name) and page with signature
  4. Passports or government-issued ID of witnesses, if necessary in the document - two (2) photocopies of data page (page showing photo and complete name) and page with signature
  5. Payment of fees:
    • Regular fee: KD 8.125 per document (to be paid by applicant at the Embassy, in cash, Kuwait Dinar only)
    • Expedite fee: KD 3.250

The applicant will sign the document in the presence of a Philippine consular officer (please note that the Philippine Embassy requires that documents not in English be translated into English at all times).

Processing time for all documents is three (3) working days for regular and one (1) day for expedite, upon receipt of complete documents and payment.

Presentation of the official receipt issued by the Embassy is required if claiming your document in person at the Embassy.

2. Notarial of Affidavits

REQUIREMENTS FOR NOTARIZATION OF AFFIDAVITS

  1. Personal appearance of the persons executing the document
  2. Duly prepared and signed affidavits
  3. Copy of passport and Civil ID, if any, of the affiant/ signing party to the contract
  4. Copy of passport and Civil ID, if any, of two (2) witnesses
  5. Only the signatures of those who are physically present in Kuwait may be recognized by the Embassy for notarization purposes
  6. In order to be notarized, the contents of the affidavits should not be contrary to law, good morals, customs or public policy
  7. Payment of Fees:
    • Regular fee: KD 8.125 per document (to be paid by applicant at the Embassy, in cash, Kuwait Dinar only)
    • Expedite fee: KD 3.250

3. AFFIDAVITS OF SUPPORT AND CONSENT

REQUIREMENTS FOR AFFIDAVITS OF SUPPORT AND CONSENT

  1. Personal appearance of the persons executing the document
  2. Duly filled-out Affidavit of Support and Consent
  3. Photocopy of the Kuwait visa with official English translation
  4. Photocopy of the passport and residence visa of the sponsor
  5. Photocopy of the passport of the person invited
  6. Payment of Fees:
    • Regular fee: KD 8.125 per document (to be paid by applicant at the Embassy, in cash, Kuwait Dinar only)
    • Expedite fee: KD 3.250

In order to prevent illegal recruitment and human trafficking, the Embassy has stopped notarizing Affidavits of Support and Consent for Commercial Visa except:

  1. for Filipinos hired as private staff of diplomats;
  2. for Filipinos sponsored by Kuwait Government;
  3. for Filipinos taking professional accreditation examination in Kuwait;
  4. for Filipinos attending Ministry of Labor-approved seminars or training; or
  5. for Filipinos working in the oil field with three-month contracts.

4. PSA/NSO, DIPLOMAS, TOR, NBI, DRIVER'S LICENSE CERTIFICATION FROM LTO, AND OTHER DOCUMENTS

REQUIREMENTS FOR AUTHENTICATION OF PSA/NSO DOCUMENTS, DIPLOMAS, TRANSCRIPT OF RECORDS, NBI CLEARANCE (YELLOW), DRIVER'S LICENSE CERTIFICATE FROM LTO, AND DOCUMENTS NOTARIZED IN THE PHILIPPINES

  1. Personal appearance of the persons executing the document
  2. DFA-Apostillized Birth Certificate/Marriage Certificate/Diploma/Transcript of Records/NBI Clearance/Driver's License Certification from LTO/notarized documents in the Philippines
  3. Official Arabic translation of the document
  4. Copy of passport and Civil ID, if any, of the applicant
  5. Kuwait authorities require NBI clearances, diplomas and transcripts of records to be authenticated by the Kuwait Embassy in Manila after the DFA Apostillization
  6. For documents notarized in the Philippines, a Certificate of Notarial Act from the Executive Judge must first be obtained in order for DFA to Apostillize the document
  7. Only DFA-Apostillized certificates that have been issued within the last two years and which remain unspoiled, untampered and are not soiled or worn out will be accepted for Embassy authentication
  8. Payment of Fees:
    • Regular fee: KD 8.125 per document (to be paid by applicant at the Embassy, in cash, Kuwait Dinar only)
    • Expedite fee: KD 3.250
  9. Falsification of documents is a crime under Philippine laws and Kuwait laws
  10. Falsified documents submitted to the Embassy shall be CONFISCATED outright and the names of the persons who submitted the said documents shall be REPORTED to the proper authorities for investigation
  11. Anyone who submits a falsified document is presumed as the one who committed the falsification or is in connivance with the falsifier

5. FOR PARENTAL TRAVEL PERMIT

REQUIREMENTS FOR PARENTAL TRAVEL PERMIT

  1. Personal appearance of the persons executing the document
  2. Duly filled-out Parental Travel Permit
  3. Photocopies of the passports of the signing parent, of the person accompanying the child and of the child
  4. Signed by the parent who will not be accompanying the child
  5. Payment of Fees:
    • Regular fee: KD 8.125 per document (to be paid by applicant at the Embassy, in cash, Kuwait Dinar only)
    • Expedite fee: KD 3.250

6. APPLYING FOR FAMILY/DEPENDENT VISA

REQUIREMENTS FOR CERTIFICATION FOR THOSE APPLIYING FOR FAMILY/DEPENDENT VISA (VISA 22) IN KUWAIT

  1. Personal appearance of the persons executing the document
  2. Duly filled-out Certification
  3. DFA-Apostillized PSA/NSO Birth Certificate or Marriage Certificate
  4. Photocopy of the passport and residence visa of the sponsor
  5. Photocopy of the passport of the person invited
